It was founded in 1933 at the suggestion of Albert Einstein to assist opponents of Adolf Hitler. Since that time, the IRC has been a source of relief, hope, and renewal for millions of people around the globe in countries such as Sudan, the Democratic Republic of the Congo, Iraq and Afghanistan. At the outbreak of an emergency, we provide sanctuary and lifesaving assistance - rapidly delivering critical medical and public health services, shelter and food. Once a crisis stabilizes, we set up programs to enable refugees to cope with life in exile. Through training, education, and income-generating programs, we help refugees acquire new skills to become self-sufficient. For those who cannot safely return to their countries and who qualify for entry into the United States, we assist in their resettlement. Our network of regional offices across the country makes sure that new arrivals have all they need to start rebuilding their lives. The IRC's refugee resettlement office in Miami, Florida opened in 1960 mainly to assist refugees fleeing the revolution in Cuba. Since then, the Miami office has resettled tens of thousands of refugees from countries as diverse as Cuba, Iraq, Burma, Vietnam, Bulgaria, El Salvador, Nicaragua, Chile, Bosnia, Haiti, Sudan, Iran and Kosovo. These youngsters repeatedly violate major societal norms or rules in school, home, and community. Numerous students are impulsive, uninhibited, aggressive and hostile; many represent serious attendance problems dating from elementary school; several are juvenile justice system offenders and ex-offenders with extensive arrest reports and disturbing school records. Teen pregnancy, alcohol abuse, weapons, illegal drugs and parent apathy are all representative of their societal crises. Many of these adolescents are being raised in subsidized single parent households becoming trapped in an economically depressed culture from which escape is difficult. The majority of the students at MacArthur South are severely deficient in their knowledge of basic skills. Most enrollees have poor grades, low standardized test scores, as well as high dropout, failure and absentee rates. These young people rarely experience positive recognition. They have confused perceptions of propriety and little awareness of self-worth and personal value.
