Position Justification Process

This process applies to full-time Fund 1, 7 and non-grant Fund 2 positions throughout the College.

It DOES NOT apply to part-time or grant funded positions. 

Waivers of full time instructional positions are subject to the approval of the appropriate Dean, Campus President, Provost for Academic and Student Affairs and the College President.  Any instructional positions so approved will be processed by Human Resources according to normal procedures.

With the exception of positions for which requests for salary quotes and personnel requisitions were received on or before Monday, March 3, 2008, all affected full time positions are subject to the hiring freeze. All personnel requisitions and requests for salary quotes received after Monday, March 3, 2008 will be returned to the requesting department. If a requesting department wishes to fill a currently posted position, a waiver must be requested.

The following procedures apply to request a waiver:

  1. A requesting department must submit the following information:
    1. Position Justification Form, which includes rationale for filling the position. Template located http://www.mdc.edu/hr/onlineforms/employment/position_justification.pdf
    2. Job description – templates located at http://www.mdc.edu/hr/Compensation/JobCodeListing/Job_Descriptions/
  2. The requesting department will forward the information to each successive supervisor listed on the Position Justification Form. Subject to the endorsement of the appropriate Provost, the request will be presented to the College President for review.
  3. Full Time Faculty requests will be forwarded to the Provost for Academic and Student Affairs after receiving the Department Chair, Dean and, Campus President's approval. The Provost will review the requests and seek consultation with the appropriate Dean or Campus President as necessary.
  4. Non-Instructional requests will be forwarded to the Provost for Operations. The Provost will review the requests and consult with the appropriate administrative units as necessary.
  5. If approved, completed forms shall be forwarded to the Division of Human Resources which will notify the appropriate Campus President/Vice Provost of the decision. For approved positions, the Division of Human Resources will continue to follow the Hiring Guidelines.
  6. Requests not approved will be returned to the appropriate Campus President/Vice Provost by the respective Provost's Office.
