Carmen Dominguez joined the Miami Dade College Office of Legal Affairs in 2002 and has served as College Legal Counsel since 2004. She holds a bachelor’s degree in English/Creative Writing from the University of Miami and a Juris Doctor from the University of Florida. She has been an attorney in the public sector for over 20 years. Prior to joining the College, she served as District Legal Counsel of the State of Florida, Department of Children & Families, where she managed a staff of 30 in-house attorneys and oversaw the work of over 50 private pro bono attorneys. While at DCF, she successfully represented the agency in the Supreme Court of Florida; and is experienced in handling a vast array of legal matters on behalf of a large public agency, including labor relations; contracts, procurement and bid protests; appellate law; administrative law; and public records. She has authored various professional publications, given conference presentations regarding legal issues in higher education and served as lecturer to the Fulbright Student Orientation. In 2007, she was selected by Florida Trend Magazine to be among the “Top Government Attorneys” in its Florida Legal Elite.
Orange, Nanette

Nanette Orange has been with Miami Dade College for over 19 years. She has worked in various College departments, including Financial Aid and Facilities Management where she oversaw all College construction contracts. She monitors the inventory of all College leases and prepares public notices on behalf of the College. She is a graduate of the Miami Dade College Legal Assistant Program and holds a Bachelor of Arts degree in psychology from the University of Miami. She is an ex-officio member of the College’s Paralegal Studies Program Advisory Committee.
Palmer, Sherry Ann

Sherry Ann Palmer has been with Miami Dade College since 2003, including four years at Medical Center Campus. Prior to joining the College, she worked at the American Embassy in Grenada for 18 years as assistant to the ambassador. She organizes and coordinates the operation of the Office of Legal Affairs and serves as the initial contact person with other College departments and outside entities.
