High-stakes tests are the ones which can change your life depending on whether or not you pass them.  That means that they are VALID and measure the skill sets they are supposed to measure, and they are RELIABLE and measure most students well.

Come to the Testing Center Early
Rushing in to take a high-stakes test at the last moment is not a good idea.  Take the test seriously and arrive early enough and well-prepared.

Do not take the test while hungry or thirsty
Make sure you are comfortable to sit through a test that could take well over an hour.

Meditate, pray, or use other confidence boosters
You can get your psychology in the mood to do better on a test by practicing centering activities.

Say it to yourself
Say the sentence to yourself quietly, if it "sounds right" it probably is.  Frequently, when it "sounds wrong" - it is wrong.

Read directions twice
Be sure that you are not confused on Negative words, which ask you to reverse something.  For instance, LIKE might need to be changed to UNLIKE.

Read the problem twice
Remember that sometimes the presented question or sentence is the correct one and is repeated as one of the choices.

Eliminate
Use the Process of Elimination to discard obviously wrong answers.  Choose between two potentially close answers to reduce you odds of a right choice to 50-50.

Do not get nervous
Many times, your first choice or intuition will be the correct answer.

Review beforehand
Know your weak points and work on them.

Good Luck!
