Attention!

As of Thursday, June 16, 2011 the placement testing procedure is as follows:

1. The Postsecondary Education Readiness Test (P.E.R.T.) will be offered to the student as the initial placement test available for MDC students.
2. While the College is adopting the P.E.R.T. as the primary placement test, the ACCUPLACER (CPT) may be administered to a student, who after being informed of the P.E.R.T. availability, specifically asks to take the CPT rather than the P.E.R.T.
3. Students who are not satisfied with their PERT results and/or for whom the PERT scores are 10 points or less below the cut scores will be advised immediately to retest using the CPT.
 
       
   

Note!

As of Monday, May 9, 2011 Miami Dade College has been administering P.E.R.T. retakes.

Students are limited to one P.E.R.T. retake on each subtest.

As of Monday, March 14, 2011 Miami Dade College has been administering the P.E.R.T. as a first time placement test.

A First Time in College student who is required to take the placement test can take either the CPT or P.E.R.T. as a first time option.
Beginning on April 18, 2011 P.E.R.T. attempts count as 1 of the 4 official attempts. Prior to that date the attempt did not count against the total allowed.

Notes:
  • The requirement of taking the same CPT subtest prior to retesting on the same P.E.R.T. subtest ended on June 6, 2011.
  • The free retake option on the “other” test ended on April 1, 2011 for students who took the CPT or P.E.R.T. between March 14, 2011 and April 1, 2011.
  • Students who took the CPT between December 6, 2010 and March 11, 2011 had up to 30 days from their first CPT attempt to take advantage of not being charged a $10 retake fee for the first attempt on the P.E.R.T.
  • The PERT attempt not counting against the four CPT attempts are available to students up to 30 days from their first PERT attempt on or before April 15, 2011.

As of Monday, December 6, 2010, Miami Dade College has been administering the P.E.R.T. as a CPT retake option.

The following are several benefits for retesting with P.E.R.T.:

Students CAN retest on the same skill area of the PERT, on the same day they take the CPT.
Students CAN use the P.E.R.T. scores for placement if they place them in a higher course level than any of their attempts on the CPT.
 
       
   

Attention Faculty and Staff!

MDC recognizes the essential part faculty plays in the creation and ongoing revision of the P.E.R.T. The Faculty Review of PERT for MDC begins on Monday, November 15, 2010 and continues until further notice. The reviews through February 15, 2011 provided the opportunity for faculty and staff to complete an online evaluation survey at the end of the test session. MDC faculty should contact their campus Testing Director to make appointments to review the P.E.R.T. and to provide their feedback on Florida’s new placement test. Only one test sitting is permitted per person, but a test section may be taken multiple times during the one sitting. Faculty should allow ample time during their review session. No notes can be kept. At the end of the test session, faculty will be asked to complete an on-line evaluation survey. Only the reading test is adaptive at this time. The writing and math tests are linear. Each test has 30 items (25 items are used for the placement score and 5 items are used for field testing purposes).

What are the interim required placement scores?

The score scale range is from 50 to 150.

When will the final placement scores (required and recommended) be established by the Division of Florida Colleges?

The Division expects that there will be enough data resulting from P.E.R.T. administrations available by the end of the summer term (2011) to establish final cut scores. Once the data is analyzed and cut scores identified, the Division will initiate revisions to State Board Rule 6A-10.0315, F.A.C. to include the PERT scores.

Note: MDC will adjust recommended placement scores as needed during 2010-2011 and for completing the 2011-2012 Placement Criteria Document. Subsequent adjustments will be made utilizing the Placement Data for Review process which is made available annually for reviewing and revising the MDC Placement Criteria Document.

 

Should MDC continue to accept CPT (i.e., College Board ACCUPLACER) scores for placement purposes?

Yes, the CPT will continue to be an authorized placement assessment as well as SAT and ACT, as indicated in State Board Rule 6A-10.0315, F.A.C.

 

How many questions will comprise the P.E.R.T.?

Each sub-test (i.e., reading, writing and mathematics) will be 30 questions.

 

How long will the P.E.R.T. take students to complete?

It is estimated that students will take 45 minutes to complete each sub-test.

 

Will placement testing procedures for English for Academic Purposes (EAP) change as a result of P.E.R.T.?

Currently, EAP placement procedures are determined by the college and this is expected to continue. Current testing instruments may continue to be administered. Once P.E.R.T. is established statewide, there may be an opportunity to open a discussion about EAP placement procedures.

Note:  The COMPASS/ESL is used for testing MDC students without sufficient English proficiency to take the CPT.

 

Is the diagnostic component of the P.E.R.T. system (includes the placement component and diagnostic component) required?

No, the diagnostic is not required; however, colleges are encouraged to administer the diagnostic test to students not meeting the placement scores for entry level college credit to identify weaknesses and target remediation efforts to those identified areas.

Note: The P.E.R.T. diagnostic component will be available for MDC students who placed below college level, for students who placed at or 10 points above college ready, for previously enrolled students with scores older than two years, The diagnostic results should be used by faculty and academic staff to provide targeted remediation to the students and for adjusted placement within college preparatory and for EAP students in Levels 5 and 6 preparing for the P.E.R.T. The diagnostic results should be used by faculty and academic staff to provide targeted remediation to the students.

 

Does the diagnostic component of the P.E.R.T. system have to be administered in a secure, proctored testing facility?

There is no requirement that the diagnostic be administered in a designated testing facility; however, it must be administered in a secure, proctored environment on the college campus. At-home diagnostic testing is prohibited.

Note: The feasibility of utilizing MDC academic labs for administering the P.E.R.T. diagnostic component is under review. The diagnostic component is expected to be available in Spring, 2011.

 

Are students allowed to re-take the P.E.R.T. immediately after the initial administration?

No, students should be required to spend time reflecting on their test results and preparing for the re-take. The Division of Florida Colleges recommends at least 30 days in between administrations. Each college should have a written re-take policy. With college input, a statewide re-test policy will be developed in 2011.

Note: The retesting procedure and the $10.00 retesting fee that is used for the CPT will also apply to the P.E.R.T. after all of the P.E.R.T. subject areas are available in the adaptive format. During this same period, P.E.R.T. retesting will not be available for students. This is due to the initial formats being linear for Writing and Math and adaptive for Reading.

 

Will high schools be authorized to administer the P.E.R.T.?

The Department’s Division of Public Schools is researching the feasibility of high schools serving as authorized testing sites. Once high schools are deemed ready to administer computer-based tests, it is anticipated that the Department will authorize them as P.E.R.T. sites.

 

Will the P.E.R.T. be included on the U.S. Department of Education’s (USDOE) list of eligible tests for federal financial aid ability-to-benefit (ATB) purposes?

Yes, McCann Associates and the Division of Florida Colleges are working with the USDOE and it is possible that the P.E.R.T. will be ATB authorized as soon as spring 2011, unless there are USDOE constraints on authorizing based on pilot data. The Division of Florida Colleges will share new information as it becomes available.

 

Will the P.E.R.T. be allowed for college-level academic skills (CLAS) purposes?

Yes, the Division of Florida Colleges will work with McCann Associates to designate appropriate scores for CLAS purposes after the initial implementation is underway.

Note: It is anticipated that the 2011 Legislature will address the CLAS as a result of recommendations forwarded by the Articulation Coordinating Committee.

 

Will there be concordance with CPT, SAT and ACT for the P.E.R.T.?

Yes, the Division of Florida Colleges will work with McCann Associates to identify concordant scores after the initial implementation is underway.

IMPLEMENTATION TIMELINE
During the fall 2010-1 semester, Miami Dade College will begin transitioning to use Florida’s new Postsecondary Education Readiness Test (P.E.R.T) as the primary placement mechanism, replacing the ACCUPLACER (CPT) battery. By June 15, 2011 as the college begins its Fall Term registration, P.E.R.T. will be used as the primary placement mechanism contingent upon evidence of reliability and validity for this use.

Miami Dade College will begin piloting the P.E.R.T. and its diagnostic component soon after the FLDOE releases the recommended cut scores for developmental education placement and College Algebra and both the student system for entering test scores and the P.E.R.T. platform has been set up for MDC use. The Pilot administrations will take place on a random basis college-wide targeting up to 20% of the students that are tested for placement purposes. Test takers will include: a) students entering the campus test centers for their placement testing, b) students in classes from college preparatory, advanced mathematics, and EAP Levels 5 and 6. The data from the pilot will be used by the College to determine the recommended scores as needed for 2011 Summer Term registration purposes and for completing the 2011-2012 Placement Criteria Document. Subsequent adjustments will be made utilizing the Placement Data for Review process which is made available annually for reviewing and revising the MDC Placement Criteria Document.

TRANSITION DETAILS
The initial pilot period will be through the 2010-2011 academic year and it will be followed by a gradual phase-in of the PERT after evidence of reliability and validity for this use. The CPT will continue to be used for Ability-to-Benefit (ATB) testing, for meeting CLAS requirements, and as a retake option only. The retesting procedure and the $10.00 retesting fee that is used for the CPT will also apply to the P.E.R.T. after all of the P.E.R.T. subject areas are available in the adaptive format or after P.E.R.T. retest forms have been developed. During this same period, P.E.R.T. retesting will not be available for students. This is due to the initial formats being linear for Writing and Math and adaptive for Reading.

STUDENT COST
The $10.00 retake testing fee that is charged for the CPT will also be charged for the PERT after all of the PERT subject areas are administered in the adaptive format or after PERT retest forms have been developed. During this same period, P.E.R.T. retesting will not be available for students. This is due to the initial formats being linear for Writing and Math and adaptive for Reading. Students will not be charged a fee for taking the P.E.R.T. diagnostic component. However, students will only be able to take the diagnostic component one time.

STAFF TRAINING
Selected MDC representatives attended the P.E.R.T. Training session at MDC-Wolfson Campus on September 13, 2010. That will be followed by ‘train-the-trainer’ sessions for staff directly related to administering and accessing score reports.

COMMUNICATION PLAN
With the support of the ITA, Campus Testing Directors, and the New Placement Test Subcommittee; P.E.R.T. information sessions as well as a new College Training and Development (CT&D) Course - the ‘Testing Road Show – P.E.R.T.: Special Edition’ will be given at each campus. Topics will include the history of the PERT, development and technical foundations, cut-scores, procedures, and other pertinent P.E.R.T.-related issues. These information sessions and the Testing Road Show will be available to MDC employees, before, during and after the transition to P.E.R.T. They will be offered on each campus and in multiple time slots to ensure college-wide exposure to the new placement system. In addition, in November, 2010 a P.E.R.T. website will be available for updating the college community with P.E.R.T. related information.

P.E.R.T. and diagnostic component pilot procedures (2010-2011 Academic Year)
Participating students, including students from EAP levels 5 and 6 will take the CPT first and then the P.E.R.T. as the alternate test for the same subtest as a free option on campus-designated days.
Title-V Project ACE students will not take the P.E.R.T. until June, 2011.
Title III STARS Project students will not take the P.E.R.T. until it is used at MDC as the primary placement mechanism.

For a limited time period, the first P.E.R.T. attempt will not be charged a retest fee and it will not count against the four CPT attempts. However, any subsequent retest on the P.E.R.T. will count against the four attempts and the retest fee will apply.
Note: P.E.R.T. retesting will not be available for students until all of the P.E.R.T. subject areas are available in the adaptive format. This is due to the initial formats being linear for Writing and Math and adaptive for Reading.

The highest placement from any of the following tests (PERT, CPT, ACT, SAT, FCAT) will be used.
Pilot scores will not change placement for currently enrolled students in college preparatory courses. These scores are for MDC research purposes only and they will not be entered into Odyssey.
The P.E.R.T. pilot will be administered college-wide.
The P.E.R.T. diagnostic component will be available for students who placed below college level, for students who placed at or 10 points above college ready, for previously enrolled students with scores older than two years, and for EAP students in Levels 5 and 6 preparing for the P.E.R.T. The diagnostic results should be used by faculty and academic staff to provide targeted remediation to the students and for adjusted placement within college preparatory.

ADDITIONAL INFORMATION
Prior to transitioning to the P.E.R.T., the Florida Department of Education (FLDOE) provided state-wide required P.E.R.T. cut scores for college-level course placement and prep exemption (ENC 1101, Reading Exempt, and MAT 1033) as well as recommended cut scores for college preparatory course placement (2 levels) and advanced mathematics course placement (MAC 1105, MGF 1106, MGF 1107, and STA 2023). Since MDC has three college preparatory levels, MDC will adjust the recommended placement in the lowest levels of each of the skill areas for placement in REA 0001, REA 0002, ENC 0002, ENC 0020, MAT 0002, and MAT 0020. MDC will also establish the recommended cut-score score for referring students to the Mathematics Department due to high mathematics scores and MAC 1105, MGF 1106, MGF 1107, and STA 2023.The P.E.R.T. scoring scale range is 50-150. The State’s interim cut scores and MDC ‘current’ suggested placement scores are below.
